Ms. Smyser has worked with public and private organizations to secure financing and with federal and local government agencies to obtain funding approvals, entitlements, and permits to close transactions and commence construction. In her prior roles as the Deputy Director and Development Manager, she was responsible for managing the day-to-day activities within the Office of Capital Programs and directly supported the Director.
During her 18 years at the District of Columbia Housing Authority (DCHA), Ms. Smyser held several positions starting as a Redevelopment Specialist and working up to be named the Senior Deputy Director in the Office of Capital Programs. As Development Manager, she worked on four of DCHA’s HOPE VI Redevelopments including Capitol Gateway, Glenncrest, Sheridan Station, and Capitol Quarter. During her brief tenure as Interim Director of the Office of Capital Programs she played a major role in securing financing for the Authority’s two self-development transactions, Highland Dwellings and Parkway Overlook.
Through her diverse work and background of service, Ms. Smyser has assisted residents of the impacted redevelopment communities by establishing Community Development Corporations (CDC) to build capacity and develop sustainability plans. Recognizing the importance of growth and collaboration in resident leadership, Ms. Smyser developed the Washington DC HOPE VI CDC Collaborative in 2002. The goal of the collaborative was to assist HOPE VI CDC leadership in developing business plans to create economic opportunities in and around their communities; to assist entrepreneurs with developing and implementing business plans, and to serve individuals and families interested in returning to the new communities as homeowners and business owners.
